PROBLEM TO BE SOLVED: To provide a flow control device which prevents foreign substances from entering between a spool valve and an inner wall surface of a housing to cause obstruction for operation of the spool valve, and the like. SOLUTION: The flow control device 60 includes: the spool valve 17; a union 13 delivering pressure fluid to a fluid actuator through a throttle passage 12; the housing 10 holding the spool valve 17 and the union 13; and a valve housing hole 11. The spool valve 17 is arranged inside the valve housing hole 11, and the union 13 is mounted on the housing 10 via the valve housing hole 11. In the housing 10, a supply passage 15 guiding the pressure fluid delivered from a pump to the valve housing hole 11 and a bypass passage 16 refluxing surplus fluid from the valve housing hole 11 to the pump with operation of the spool valve 17 are formed. A dust collecting member 30 is mounted on the end of the spool valve 17, and collects the foreign substances flowing into the valve housing hole 11 together with the pressure fluid.
