PROBLEM TO BE SOLVED: To acquire and observe a quantitative fluorescence image with appropriate brightness. SOLUTION: A fluorescence observation apparatus 100 includes: an illumination unit 20 that includes a light source 10 for irradiating an observation target region X with illumination light and excitation light; a fluorescence image acquisition section 42 that acquires a fluorescence image from fluorescence produced in the observation target region X; a white-light image acquisition section 44 that acquires a reference image from return light returning from the observation target region X; exposure-time adjustment units 61, 66 that adjust the exposure time based on the luminance value of the reference image; a diaphragm control section 14 and a semiconductor laser control section 17 that control the intensity of the illumination light and that of the excitation light based on the exposure time; first normalization sections 72, 76 that normalize the luminance of the reference image and the fluorescence image by the exposure time; second normalization sections 74, 78 that normalize the luminance of the reference image and the fluorescence image by the light intensity; and a division processing section 58 that corrects the fluorescence image by the reference image, by using the normalized reference image and fluorescence image.
