PROBLEM TO BE SOLVED: To provide an organic EL device and a method of manufacturing the same, wherein the degradation of a manufacturing yield is prevented. SOLUTION: The organic EL device includes: an array substrate 100 having an insulation substrate 101, an organic EL element OLED arranged above the insulation substrate 101 and a protective film 115 covering the organic EL element OLED; a sealing substrate 200 opposing to the organic EL element OLED; a seal member 300 arranged between the array substrate 100 and the sealing substrate 200, surrounding the organic EL element OLED, and having at least one sealing port 300S, and a resin layer 400 arranged between the protective film 115 and the sealing substrate 200 inside the sealing member 300.
