PROBLEM TO BE SOLVED: To provide a method and device capable of continuously measuring a flow rate of a river with high accuracy, in real time, if the river bed changes due to a flood, or the like. SOLUTION: A plurality of river-bed shapes formable hydraulically are computed by river-bed change simulation, and a local river-bed height is used as a representative of each river-bed shape. Concerning each river-bed shape respectively, the relation between conversion coefficient for converting a flow velocity to a flow rate and water level, is calculated by hydraulic simulation of a flow field and is stored (#4). Local flow velocity, water level, and local river-bed height of the river are measured from moment to moment (#1, #2, #3). From the measured local river-bed height, the measured water level and the relation between the conversion coefficient and the water level, a conversion coefficient is determined from moment to moment (#5, #6).
