PROBLEM TO BE SOLVED: To provide a communication system in which the number of communication resources (communication channels) that are used for transmitting the same data is determined according to communication situation, a communication device, and a communication control method. SOLUTION: A mobile communication system 100, which performs communication using a plurality of communication channels, has a modulation and demodulation part 240 which acquires information indicating communication situation, and a channel assignment part 424 which determines the number of control channels to transmit the same control information included in the plurality of communication channels based on the information indicating communication situation.
