PROBLEM TO BE SOLVED: To provide effective control of an uplink relay operation in radio relay. SOLUTION: The control section 107 of the radio repeater shifts an operation state to non-usual state including a transmission stop state of not transmitting uplink signals when the uplink signals are not detected for the predetermined time or longer on the basis of first signal power when the operation state of the radio repeater is a normal state of transmitting the uplink signals, and shifts the operation state to the normal state when second signal power is a threshold or more when the operation state is the non-usual state.
