<p>A handover method comprises: a step in which a radio base station (HeNB #1) transmits, to a gateway apparatus (HeNB-GW #1), a "HO Request" including both a "Target CGI" that can uniquely identify a cell #2 and a "TAI" that can identify a tracking area to which the cell #2 belongs; and a step in which the gateway apparatus (HeNB-GW #1) transmits the "HO Request" including the "Target CGI" to a gateway apparatus (HeNB-GW #2) that is identified by an IP address corresponding to the "TAI".</p>
