PURPOSE: An apparatus and a method for transmitting group information dynamically and reliably through a multicast or broadcast wireless channel are provided for a contents provider to easily generate a group for a plurality of specific terminals and register a UE in the group. CONSTITUTION: A contents provider registers corresponding UE(User Equipment) in a wireless broadband communication service provider(920). A wireless broadband network receives the wireless RSSI(Received Signal Strength Indication) information of the UE(930). The wireless broadband network defines response priority and a concrete response method for the each UE(940). The wireless broadband network provides various information about the validity of improvement and billing for the UE to the contents provider(950).
