PROBLEM TO BE SOLVED: To provide a monitoring system capable of automatically setting up camera operating conditions. SOLUTION: A camera 11 starts a temporary operation. A location notification hub 12 outputs equipment-mounting information 61, including identification information of the camera 11 and positioning information measured by a GPS device 14. A monitoring server 4 identifies a branch, where the camera 11 is mounted on the basis of the positioning information and preset branch location information. The monitoring server 4 detects variations in the luminance and the motion of temporary video data photographed during the temporary operation. The mounting location of the camera 11 is identified, on the basis of video pattern information 421 associating the variation patterns with the mounting location. The monitoring server 4 determines the operating condition of the camera 11 on the basis of the identified camera mounting branch, mounting location, and camera setup information 422. The camera setup information 422 is information, associating a branch where the camera 11 can be mounted and mounting location a the branch with the operating conditions.
