PROBLEM TO BE SOLVED: To easily and inexpensively manufacture a rubber-steel filament complex 12 wherein steel filament pieces 15 are uniformly distributed and their orientation directions are random. SOLUTION: A steel filament piece layer 16 is molded by previously dispersing a number of steel filament pieces 15 on a lower side rubber sheet 13, and therefore the steel filament pieces 15 after being dispersed are supported in a lodged state from the lower side by the flat lower side rubber sheet 13. As a result, the orientation directions (extending directions) of the steel filament pieces 15 can be easily made random and their distribution can be easily uniformed.
