PROBLEM TO BE SOLVED: To reduce the development and installation cost of image distribution processing software for performing image display and image distribution using an icon. SOLUTION: In this image distribution system, a position information file 22 of a photographic image is created by the use of a template file 23 defined with an interface between a GIS (geographic information system) and an image distribution server 20, the icon 31A of the photographic image is displayed on a map image of the GIS (geographic information system) defined in the position information file, a CGI (Common Gateway Interface) program 24 starts an image display program 32 by the selection of the icon, and the corresponding photographic image is displayed by the image display program 32.
