PROBLEM TO BE SOLVED: To provide a developer concentration adjusting device, developer concentration adjusting method, and image forming apparatus, allowing accurate concentration adjustment by preventing occurrence of a failure of a toner concentration detection abnormality by drying, fixing, and the like of a remaining developer to a stirring member, while using a stirring load of a liquid developer by the stirring member as viscosity, namely alternative characteristics of the developer concentration. SOLUTION: When a concentration adjustment tank is put into an empty state at the completion of the concentration adjustment, in order to suppress remaining adhesion of toner or the like to the stirring member even in the concentration adjustment tank, the stirring member is cleaned with carrier liquid or a liquid developer of a concentration lower than a predetermined concentration, or cleaned by idle stirring without being dipped into the developer.
