The film element (1) has hollow particles (3) arranged in a polymer matrix. The hollow particles are formed in a form of balls and/or strands. The hollow particles are formed from glass, polymer or ceramic material. The hollow particles exhibit preset size and/or preset dimensions. The polymer matrix consists of electrically non-conducting polymers or electrically non-conducting polymer mixture, polyurethane-elastomer, silicon elastomer, acrylate-elastomer and/or natural rubber. The polymer matrix exhibits preset thickness. An independent claim is also included for a method for manufacturing a piezoelectric polymer film element.
