PURPOSE: A reducer of electrical power steering apparatus and an electrical power steering apparatus using the same are provided to remove the noise caused by the direct contact of the shaft spline and the pipe spline and to improve the assembility by reducing the indentation force. CONSTITUTION: A reducer of electrical power steering apparatus includes a damping coupler. The damping coupler comprises a shaft spline(410) and a pipe spline(420), the shaft spline comprises one or more projections which the central part is combined with the worm axis, and is formed into the radial direction. A damper(417) which is formed into the elastic material and covering the outer circumference is combined in the outer circumference of the shaft spline. The central part of the pipe spline is combined with the driving shaft of the motor, and one or more settling portions(425) which is inserted the projection and the damper of the shaft spline in the inner circumference of the pipe spline. The settling portion is formed, which includes the gap to radial direction of damper outside.
