<P>PROBLEM TO BE SOLVED: To efficiently disperse an input load to an obstacle from a vehicle when the vehicle collides with the obstacle. <P>SOLUTION: An air bag unit 20 develops between a vehicular bumper portion and a road surface, and has an air bag 22 developing till a fore-and-aft position generally same as a tip end of the bumper portion in a vehicular fore-and-aft direction. A collision judging portion 11 judges collision timing T2 that the vehicle collides with the obstacle on the basis of a traveling state of the vehicle and a distance to the obstacle. An operation timing judging portion 12 judges operation timing T1' so as to make development finishing timing T2' of an air bag 22 synchronize with the collision timing T2 of the vehicle to the obstacle, on the basis of the collision timing T2.
