PURPOSE: An exchange in a communications system and a reception restriction method are provided to restrict a call connection according to whether the characteristic of a receiving telephone exchange number by subscriber and whether a call is voice or video for characteristic of the receiving telephone exchange number. CONSTITUTION: A receiving unit(410) receives a call processing request message. According to the characteristic of a receiving telephone exchange number restricting the call connection of an originating terminal and information indicating whether the call for the receiving call is voice or video, a call restriction decision unit(420) decides the restriction of the call for the receiving terminal. If the restriction of the call for the receiving terminal is decided, a transmitting unit(430) transmits a call connection restriction message to the originating terminal. |
