<p><P>PROBLEM TO BE SOLVED: To provide a method which finds upper/lower limits for estimating an electrical load and efficiently estimates the electric load. Ž<P>SOLUTION: This program includes steps of: a computing device calculating the mean and the dispersal of estimation distribution by the Gaussian Process developed by an arithmetic unit by means of MAP estimation or Hybrid Monte Carlo method, based on pre-distribution stored in a storage device; and outputting the mean and the dispersal of the calculated estimation distribution. When estimated in this way, a result better than the mean error and the maximum error is achieved for either of the GP (MAP) and the GP (HMC) compared to the MLP and the RBFN of the comparison method.
