A flexible universal protective concrete surfacing includes concrete blocks that are connected to each other into longitudinal and cross rows with flexible links with formation of separate sheets. Each sheet has even number of longitudinal rows, two opposite sides of the sheet are arranged with lugs formed with end concrete blocks of adjacent longitudinal rows. Number of longitudinal rows that form those lugs is equal to half of longitudinal rows of the sheet.
