The turbine has a control unit (2) control the variation of rotation speed of a rotor (1), where the rotor is driven in rotation by hydraulic fluid (F) e.g. water. A pivoting shutter (15) pivots around a pivoting axis that is parallel to rotation axis (X-X') of the rotor. The control unit pivots the shutter in simultaneously and in same amplitude for bringing the shutter in different positions. A rotation speed of the outlet shaft (14) of the rotor is lower than maximum speed and greater than minimum speed, in folded position.
