PROBLEM TO BE SOLVED: To provide a traffic control unit for connecting devices for maintenance whose interface specifications are different. SOLUTION: When a USB cable connected to a console 40 for maintenance is connected to a USB converter 16, a connection detection unit 17 detects the presence of a power supply voltage supplied from an internal power supply installed in the console 40 for maintenance through the USB cable to the USB converter 16 to detect that the console 40 for maintenance has been connected. The connection detection unit 17 outputs a signal under connection indicating whether the console 40 for maintenance has been connected to the USB converter 16, to a switcher 14. When acquiring the signal under connection from a connection detection unit 17, a switcher 14 switches the other party with which the transmission data and the reception data between itself and the communication control unit 13 is transferred, to a USB switcher 16.
