PROBLEM TO BE SOLVED: To provide a device, a system and a method for evaluating driving which enable enlightenment of a driver on more effective and regular practice of typical driving, including fuel-saving driving and safe driving. SOLUTION: The device 1 for evaluating driving includes a determination means 2c which determines whether or not a vehicle has traveled along a partial route included in a route connecting a place of departure and a destination, with a prescribed frequency or above, a setting means 2d which sets the partial route as an evaluation section when the determination of the determination means 2c is affirmative, an acquisition means 2e which obtains traveling information on the vehicle in the evaluation section, and an evaluation means 2f which evaluates the degree of regular practice of the typical driving of the vehicle, based on the traveling information.
