PROBLEM TO BE SOLVED: To provide a control of a heat recovery boiler for improving the thermal performance of a steam turbine at partial load, in a gas turbine-combined cycle power plant. SOLUTION: A method for controlling, at least a portion of a combined cycle power plant 10 including a gas turbine 12, a heat recovery boiler 24, and a steam turbine 64 includes forming an actual operating curve of an amount of steam supplied to the steam turbine 64 from the heat recovery boiler 24; the method also includes measuring the steam characteristic of the heat recovery boiler 24 at a point in time during operation of the combined cycle power plant 10; and the method further includes providing an amount of the steam from the heat recovery boiler 24 to the steam turbine 64, depending on the determined steam characteristics of the boiler 24.
