PROBLEM TO BE SOLVED: To attain cost reduction and space saving when forming an outer round part at a distal end of a flange part of a shape steel having a flange. SOLUTION: A guide E for rolling the shape steel having the flange is provided at an outlet of a finishing universal rolling machine D for executing the final rolling of the shape steel having the flange, and a pair of upper and lower rollers having an upper roller 11 and a lower roller 11 are provided along both end faces of a horizontal roll D1 of the finishing universal rolling machine D. Stepped parts 11a for corner rounding having predetermined corner round parts are provided on inner surfaces of the upper roller 11 and the lower roller 11. The pair of upper and lower rollers form an outer round part 92a at the distal end of the flange part of the shape steel 9 having the flange, by the stepped parts for corner rounding.
