PROBLEM TO BE SOLVED: To provide soil for the ground using a raw material that can be stably supplied. SOLUTION: The soil for the ground, used for a surface layer of a ground pavement structure is obtained by mixing water purification sludge dehydrated cake obtained by dehydrating and drying water purification sludge, and molten slag of general waste or industrial waste at a ratio of 4:6-6:4. The soil for the ground has grain diameters of 9.5 mm or less, particularly adjusted to 2 mm or less.
