PROBLEM TO BE SOLVED: To provide a method of evaluating the surface state of skin, capable of easily and accurately quantifying a phenomenon of an unfavorable surface reflection, called "shining" or "glaring", on a facial skin. SOLUTION: In the method of evaluating the surface state of the skin, the skin of a subject is photographed to obtain digital image data on the reflection information of the skin surface and digital image data on the color information of the skin, the pixel number of the image data representing the surface reflection light is obtained out of the image data representing the surface reflection light and image data not representing surface reflection light both included in the digital image data for the reflection information, the brightness of the skin color is calculated from the digital image data for the color information, and the surface state of the skin is evaluated based on the pixel number of the image data representing the surface reflection light and the brightness of the skin color.
