PROBLEM TO BE SOLVED: To provide a method for producing an epoxy resin composition or the like, which does not contain a halogen-based flame retardant, red phosphorus, and a phosphoric ester and allows the production of a composite material having excellent flame retardancy, without using a chlorine-based solvent having high environmental load. SOLUTION: When an epoxy resin composition containing, as essential components, a phosphorus-containing epoxy resin (A) represented by formula (1), a phosphorus-containing epoxy resin (B) represented by formula (2), a novolak-type epoxy resin (C) and a curing agent (D) for epoxy resins is produced, in the method for producing an epoxy resin composition, a pre-mixture is obtained by previously mixing the (A) and (B), and then the (C) and (D) are added to the pre-mixture.
