PROBLEM TO BE SOLVED: To provide a paper processing device and an image forming device improving precision in folding paper. SOLUTION: This paper processing device for forming a fold at the predetermined position of the paper having an image formed on it and outputting it, includes a butting means for butting a tip or a rear end of the paper to be conveyed to bend the paper in its middle section, a folding means for conveying the paper bent by the butting means while catching the middle section in to form a fold, and a bending control means for controlling bending of the middle section of the paper formed by the butting means.
