A method for allocating bandwidth in a resilient packet ring network. A fair rate is determined to facilitate an allocated bandwidth in the resilient packet ring network via a proportional integral controller associated with at least one node of the resilient packet ring network while stabilizing one or more transit queue lengths at a target queue length under unbalanced traffic scenarios, based at least in part on the allocated bandwidth.
