PROBLEM TO BE SOLVED: To provide a hair cosmetic composition that exhibits excellent applicability and achieves uniform dyeing and the like of the hair. SOLUTION: The hair cosmetic composition used as a hair-dyeing agent or a hair-decoloring/dye-removing agent contains (A) honey and (B) polyethylene glycol having an average molecular weight of at least 10,000.
