PROBLEM TO BE SOLVED: To provide a rice heater which permits the warmth retaining condition of rice to be made appropriate while restraining various bacteria from proliferating and a method of controlling heat insulation. SOLUTION: The rice heater has a device body 1 with a storage concavity 9, an inner pan 2 extractably stored in the storage concavity 9, a lid body 3 provided in the device body 1 and capable of rotating to a closing position where the lid body closes the upper opening of the inner pan 2 stored in the storage concavity 9 and to an opening position where the lid body opens the upper opening, a heating means 12 provided in the device body 1 and heating the inner pan 2 stored in the storage concavity 9, a heating control means to control the heating condition by the heating means 12 and carry out a heat insulation control process made up of a non-low temperature heat insulation process and a low temperature heat insulation process, a lid opening and closing detection means to detect the opening and closing of the lid body 3, and a lid opening and closing counting means to count the number of times the lid body 3 is opened and closed on the basis of the result of detection by the lid opening and closing detection means. The heating control means adjusts the time of the low temperature heat insulation process on the basis of the number of opening and closing times of the lid body 3 which is counted by the opening and closing counting means.
