PROBLEM TO BE SOLVED: To provide an EL device for efficiently emitting light generated in the light emitting layer of an EL element while effectively utilizing the light emitted from the EL element. SOLUTION: The EL device 20 includes the EL element having a plate-like first electrode 4, a plate-like and transparent second electrode 6 provided on one face of a transparent substrate, and a plate-like and single light emitting part arranged between the first and second electrodes; and a light deflecting element provided on the other face of the transparent substrate for deflecting light emitted from the light emitting part toward the normal direction of the other face. The light deflecting element has a number of dots or recesses formed into the single and plate-like light emitting part. The dots or the recesses are arranged in the other face of the transparent substrate in optically and closely attached relation. The dots or the recesses have curved portions for directly inputting light propagating in the transparent substrate and deflecting it toward the normal direction of the other face.
