<p><P>PROBLEM TO BE SOLVED: To enable random access of a video stream reproduced from a recording medium, when the video stream is encoded so as to have a prediction mode to predict a future picture from an I picture in order of display, by using a past picture from the I picture in order of display and it is recorded in the recording medium. <P>SOLUTION: When encoding is carried out, restrictions are imposed to prohibit the prediction mode to predict the future picture from the I picture in order of display, by using the past picture from the I picture in order of display. Also, an EP_map that associates information about reproduction time of the I picture with a packet number in which the I picture is stored is created and recorded along with the packetized encoded stream in the recording medium. When reproduction is carried out, decoding of the encoded stream reproduced from the recording medium is controlled, based on the packet number obtained by retrieving the EP_map by using the specified reproduction time.
