PROBLEM TO BE SOLVED: To provide an electrode plate suitable for a redox flow type inexpensively, capable of solving a problem of permeability while using a carbon material system film. SOLUTION: A whole surface of a synthetic resin sheet 1 formed in an electrode plate shape for a redox flow battery in which its outer shape has a desired one with its thickness of about 0.2 to 0.5 mm, is covered with a film 2 containing a carbon material mainly composed of carbon or a carbonaceous material with its thickness of 0.5 to 0.2 mm and an electric resistance value of 1.0 to 0.5Ω/cm<SP>2</SP>or less.
