PROBLEM TO BE SOLVED: To provide a hair cosmetic composition used as a hair-dyeing agent or a hair-decoloring/dye-removing agent that enhances retention of good feel of the hair and achieves uniform dyeing and the like. SOLUTION: The hair cosmetic composition used as a hair-dyeing agent or a hair-decoloring/dye-removing agent contains (A) an amino-modified silicone, (B) dimethicone and (C) 1,3-butylene glycol, where the mass ratio of the total of the content of the amino-modified silicone (A) and the content of the dimethicone (B) to the content of 1,3-butylene glycol (C) in the hair cosmetic composition is 0.05 to 0.25.
