PROBLEM TO BE SOLVED: To reduce the delay time of decoding processing more.

SOLUTION: An analysis part 132 analyzes a code stream during transmission, and a division position determination part 133 determines the division position of the code stream on the basis of an analyzed result. A division part 134 reads the code stream from a storage part 122 while dividing it at the position determined by the division position determination part 133. A decoding control part 135 distributes the divided code streams to a plurality of decoding processing execution parts and makes the decoding processing be executed in parallel. This invention is applicable to a decoder for instance.
