<p><P>PROBLEM TO BE SOLVED: To prevent a vehicle from colliding against a closed gate even if a driver is not aware of a failure of an onboard unit or fails to insert a card, even during high-speed running. <P>SOLUTION: When a first detector 2 detects a vehicle 1, a lane server 10 communicates with the onboard unit of the vehicle 1 through an antenna 4. If proper information includes not been obtained from the onboard unit when a second detector 3 detects the vehicle 1, a road side display 6 displays information to stop the vehicle 1. If proper information is obtained from the onboard unit within predetermined time, the lane server 10 decides that the vehicle 1 is allowed to pass, and switches a display content of the road side display 6 to information that the vehicle 1 can pass on.
