PROBLEM TO BE SOLVED: To suppress any operational noise and to reduce dispersion in the slackness to be formed irrespective of the magnitude of the back tension when conveying paper sheets. SOLUTION: A paper sheet conveying device includes a conveying means for conveying paper sheets to be fed from a paper feeder, a resist means for temporarily stopping the paper sheets to be conveyed by the conveying means, a paper sheet detection means provided between the conveying means and the resist means, an encoder means for detecting the conveyance amount of the conveying means, and a conveyance control means which allows the conveying means to convey the fed paper sheets at the first conveying speed, and allows to convey the paper sheets by reducing the conveying speed to the second conveying speed lower than the first one when the paper sheet detection means detects the paper sheets and the paper sheets of the first conveyance amount is are conveyed, and starts the speed reduction for stopping the paper sheets when the paper sheets of the second conveyance amount are conveyed after the paper sheet detection means detects the paper sheets.
