PROBLEM TO BE SOLVED: To provide a structure of a transparent substrate with a high quality color filter without widening ink even in a printing method of inkjet printing or the like, and to provide a structure of an information display panel with the color filter. SOLUTION: Concerning the transparent substrate with the color filter 10 including the transparent substrate 1 being an observation side of the information display panel and the color filter provided on the transparent substrate, the color filter is transparent and formed by printing color inks 21RI, 21GI, 21BLI on an ink receiving layer 2 held by absorbing them when being brought into contact with them on a prescribed region by color classification.
