PROBLEM TO BE SOLVED: To achieve an increase effect of transmission characteristics based on multi-carrier transmission while reducing interference to another system by imposing restriction to a condition for the multi-carrier transmission. SOLUTION: A user device 100nincludes a control signal receiving unit 11 configured to receive a control signal instructing transmission of an uplink signal and an uplink signal transmitting unit 13 configured to transmit the uplink signal to a base station device 200 on the basis of the control signal. The uplink transmitting unit 13 is configured so as not to transmit the uplink signal when information included in the control signal corresponds to contents designated in advance.
