SOLUTION: For the packet transmission system using SONET/SDH and OTN, a GFP mapping part 112 for mapping a packet received from a user network in a GFP frame or VC mapping parts 115a and 115b for mapping it in a VC frame or an OTN mapping part is disposed, before a copy part in a transmission function part 101; and VC demapping parts 123a and 123b for performing demapping in the VC frame or a GFP demapping part 127 for performing demapping in the GFP frame or an OTN demapping part is disposed, after a selection part for selecting the frame, arriving early from among the frames received via a plurality of routes of a wide-area network in a reception function part 102.
