PURPOSE: A vibration-proof and soundproof panel capable of functioning as a hot floor and a manufacturing method thereof are provided to improve vibration-proof and soundproof effects and evenly heat the entire panel. CONSTITUTION: A vibration-proof and soundproof panel comprises a base layer(10), first, second, third, fourth, and fifth intermediate layers(20,30,40,50,60), a finish layer(70), a thermal diffusion layer(80), a surface layer(100), and a coating layer(105). The base layer is formed of foaming synthetic resin. The first, second, third, fourth, and fifth intermediate layers are formed of synthetic resin. Openings are formed inside the first, second, third, fourth, and fifth intermediate layers. The openings of the first, second, third, and fourth intermediate layers are filled with liquid. The first, third, and fifth intermediate layers are formed with hot wire passages(24,44,64). The finish layer is laminated on the fifth intermediate layer to open and close the opening of the fifth intermediate layer. The thermal diffusion layer is laminated on the finish layer. The surface layer is laminated on the thermal diffusion layer.
