PROBLEM TO BE SOLVED: To provide a transparent conductive sheet having excellent coating film strength, that is, characteristics resistant to sliding. SOLUTION: This transparent conductive sheet 10 includes a transparent base material 11 and a transparent conductive film 12 formed on the transparent base material 11, and the transparent conductive film 12 is a compressed layer containing transparent conductive particles, a surface treatment agent having a 5-15C hydrocarbon chain, a thermoplastic resin containing an anion functional group, and a binder resin having a glass transfer temperature of 30-90°C. The method of manufacturing the transparent conductive sheet includes a step to form a coating film on a support by applying a coating composition containing the transparent conductive particles, the surface treatment agent having 5-15C hydrocarbon chain, and the thermoplastic resin containing the anion functional group, and a step to form the transparent conductive film 12 on the transparent base material 11 by applying calender treatment to the coating film, impregnating the binder resin having the glass transfer temperature of 30-90°C after that, and transferring the coating film impregnated with the binder resin to the transparent base material 11.
