PROBLEM TO BE SOLVED: To provide a voltage regulator which prevents a phase margin from being decreased, even if an output voltage is low, and improves a delay in start-up of output. SOLUTION: The phase-compensating resistor Rx of the voltage regulator which compares a voltage at the voltage division point of an output voltage VOUT by a resistor R1 and a resistor R2 with a reference voltage VREF outputted from a reference voltage source 1 to keep the output voltage VOUT constant with control of an operational amplifier 11, is connected between the voltage division point of the output voltage VOUT and the output terminal of a reference voltage source 2 which outputs a reference voltage VREFx having the same value as the reference voltage VREF.
