PROBLEM TO BE SOLVED: To obtain a pan tilt mechanism having less image shake even when it is installed in environment influenced by external force such as traffic and wind. SOLUTION: The edge of a universal head part 2 comes into contact with a receiving part 42 provided in a fixed part 1 through a rolling member 41, and an elastic member 43 is interposed between the universal head part 2 and the rolling member 41. The elastic member 43 is always brought into a state where reaction force is generated by elastic deformation. The rolling member 41 is always biased to the roller receiving part 42 side by the reaction force of the elastic member 43, so as to prevent backlash. With such constitution, the shake of the universal head part 2 is suppressed to prevent image blur from occurring, because the rolling member 41 is biased toward the roller receiving part 42 by the elastic member 43 when the external force is applied on the universal head part 2 in a standstill state.
