PROBLEM TO BE SOLVED: To provide a heat insulating material with a fire retardant property including the heat insulating materials or the like using the bark of a Japanese cedar. SOLUTION: A heat insulating piece composed of the bark of the Japanese cedar or the fibers of the cedar bark is laminated integrally on one face of a substrate through an adhesive agent layer, or laminated integrally so as to hold the heat insulating piece between a pair of the substrates. The heat insulating piece may be a cedar bark or a mixture prepared by mixing with the adhesive agent the cedar fibers obtained by dissolving the fibers of the cedar bark or a mixture prepared by mixing cedar fibers and powdery diatom earth and adhesive agent.
