PURPOSE: A water-treatment apparatus is provided to effectively remove non-degradable COD, a suspended solid, total nitrogen, total phosphorus, and heavy metals, and to reduce the usage amount of drugs including an adsorber. CONSTITUTION: A water-treatment apparatus comprises a chemical reaction unit(1), a sludge collector(3), a bio-filter contact unit(2) installed on the upper side of the sludge collector, and a bio-filter media. The chemical reaction unit is installed on the inner center or the side of the bio-filter contact unit. A chemical insertion device selected from either a coagulant feeding device(13) or an adsorber injection device(15) in installed on the chemical reaction unit.
