PROBLEM TO BE SOLVED: To provide a device for creating a correct-answer database, which creates a correct-answer database using user information. SOLUTION: The device includes: a social bookmark database 080 which stores information on a tag of a webpage added by a user, the information including a user ID, a page identifier, a tag name, and a tagging date; and a correct-answer database creation function 070. The creation function 070 acquires a group T of tag names from the database 080 as a query candidate; acquires an unprocessed tag from the tag group T as t; acquires a page group P with the tag t added thereto to calculate the number of users who have added the tag t to each page; acquires an unprocessed page p from the page group P to output the number of users u calculated by the third function, the tag t, the page p as rank, query, and page identifier, respectively, to a correct-answer database 040.
