PROBLEM TO BE SOLVED: To provide a battery device that has a simple structure, can be reduced in size, can efficiently generate power for storage, and to provide electronic apparatus including the battery device. SOLUTION: In a power generating section 20 stored inside a battery case 16, a first electrode 32 including a radial section 34 formed radially from a rotation center section and an electret film 35, namely, a charge holding body, are disposed on a rotary plate 24 that opposes a flat battery substrate 23; meanwhile, a second electrode 36 including a radial section 38 so formed on the battery substrate 23 as to oppose the radial section 34 of the first electrode 32 is disposed on the battery substrate 23; and thus the rotary plate 24 is rotated at a fixed interval to the battery substrate 23, and the rotational energy of the rotary plate 24 is efficiently converted to an electrical energy to be stored at a storage section of a battery section 21.
