PROBLEM TO BE SOLVED: To provide a form decision device, a form decision program, and a form processing system, for determining a form to be processed on the basis of a decision criterion set according to contents of form processing. SOLUTION: A difference calculation part 32 acquires images of a registration form with the form processing set thereto and a target form to be subjected to form processing, and calculates a difference between the registration form and the target form from feature amounts. A target decision part 34 decides whether or not the difference is smaller than a set threshold value in each registration form, and decides that the form processing set in the registration form can be executed in the target form when the difference is smaller.
