PROBLEM TO BE SOLVED: To reduce a construction period by conducting a water filling test without waiting for the completion of an outer tank. SOLUTION: Stress which is applied to the outer tank, having a remaining carry-in/carrying-out port, by storing a testing liquid in an inner tank is calculated through simulation, and whether the stress is an allowable value or not is determined.
